The regulatory context
On March 30, 2026, the European Commission published its guidance document on the PPWR, with 33 clarification points on the most debated aspects of the regulation, a step long awaited by industry operators ahead of the August deadline.
Among the most relevant clarifications, the guidance precisely distinguishes between two roles often confused with one another: the manufacturer, responsible for technical compliance and the declarations required by the regulation, and the producer, subject to Extended Producer Responsibility (EPR) obligations, registration, reporting and contributions for waste management.
On the substances front, the Commission also outlines an operational path for verifying compliance with PFAS limits in food-contact packaging: a preliminary quantification of total fluorine, followed, if necessary, by more in-depth analysis.
