EAEU: New Restrictions for Electrical Equipment

Effective March 1, 2020, the requirements of the Technical Regulations on the restriction of hazardous substances in electrical and electronic equipment, published by the Eurasian Economic Commission (EAEU) in December 2016, will come into force. This decision, No. 113, applies to the following categories of goods destined for export to Belarus, Kazakhstan, Russia, Armenia, and Kyrgyzstan:

  • Household appliances and devices
  • Computer and IT equipment
  • Telecommunications equipment
  • Lighting equipment
  • Office electrical equipment
  • Electrical tools
  • Electrical musical instruments
  • Sports and recreational equipment
  • Automatic games and vending machines
  • Cash registers
  • Cables, wires, and cords
  • Automatic switches and protective devices
  • Fire alarm detectors


Starting from March 1, 2020, conformity assessment procedures must be carried out for these products to demonstrate their compliance with the EAEU Technical Regulations 037/2016. This marks an important transition following a two-year grace period from March 1, 2018, to March 1, 2020, during which these product categories could be marketed without mandatory confirmation of conformity to the technical regulation. Until March, it is still possible to voluntarily prepare a RoHS EAEU Declaration of Conformity, which will be accepted.

Key Changes with the EAEE RoHS Directive

The directive establishes permissible concentration limits for certain hazardous substances in electronic and electrical products, including:

  • Lead (Pb)
  • Cadmium (Cd)
  • Mercury (Hg)
  • Hexavalent chromium (Cr VI)
  • Polybrominated biphenyls (PBB)
  • Polybrominated diphenyl ethers (PBDE)

Similar to the EU RoHS Directive, the concentration of cadmium must not exceed 0.01% by weight in homogeneous materials used in electrical and electronic equipment (EEE). The other five substances must not exceed 0.1%.

Compliance and Penalties

It is important to emphasize that penalties may be applied if a product subject to TR EAEU 037/2016 is not adequately approved. This underscores the necessity for manufacturers and exporters to ensure their products meet the new EAEU RoHS requirements to avoid any disruptions in their market access.
