Vietnam Introduces New Safety and Electromagnetic Compatibility Requirements for LED Lamps

As of June 1, 2020, all domestic and imported lighting equipment utilizing Light Emitting Diode (LED) technology must comply with the safety and electromagnetic interference (EMI) requirements specified in QCVN 19:2019/BKHCN before being marketed in Vietnam.

The national technical regulation QCVN 19:2019/BKHCN, published on December 4, 2019, applies to businesses (both organizations and individuals) that manufacture, import, distribute, and market the specified LED equipment listed in the annex:

  • LED bulbs with integrated power supplies for general lighting purposes at voltages above 50 V
  • Common fixed LED lights
  • Portable LED lights
  • Double-ended LED lamps designed to replace straight-tube fluorescent lamps
  • Commonly used LED fixtures


The Directorate for Standards, Metrology, and Quality of Vietnam (STAMEQ) has emphasized compliance from June 1, citing the proliferation of low-quality LEDs on the market, characterized by poor illumination, low color rendering index, inadequate color temperature, and excessive blue light emission. Additionally, electrical safety issues such as electric shocks and overheating due to poor design have been noted. These safety and EMC standards complement the minimum energy efficiency and labeling requirements established in Decision 4889/QD-BC, effective January 1, 2020.

Compliance Requirements:

For safety, LED lighting products must comply with the specified national and international standards depending on the particular design and type of LED product. Additionally, LED products must conform to the electromagnetic compatibility standards of CISPR 15:2018 and IEC 61547:2009.

Phased Implementation:

The second phase of compliance will begin 12 months later, on June 1, 2021, covering the remaining requirements specified in Section 2 of QCVN 19:2019/BKHCN. This includes conducting conformity assessments and demonstrating compliance with the prescribed safety and EMC requirements by affixing the appropriate CR mark.

This transitional period will end on June 1, 2022, after which non-compliant goods cannot be marketed within Vietnamese territory.
