Regulatory Updates: BIS Certification for Footwear in the Indian Market

In the realm of BIS Certification, continuous regulatory updates necessitate precise and timely oversight by our experts.

On May 15, 2024, the Indian Ministry of Commerce and Industry (Department for the Promotion of Industry and Internal Trade) issued two new communications that update and replace the previous Quality Control Orders:

  • Footwear made from Leather and other Materials (Quality Control) Order, 2024 [QO 2024]
  • All Rubber and all Polymeric Material and its Components (Quality Control) Order, 2024


Among the various categories of footwear, this new implementation affects the following major Indian Standards (IS) for civilian use footwear:

  • IS 15844 (Part 1): 2023 – Sports Footwear Part 1 General Purpose
  • IS 6721: 2023 – Sandal and Slippers – Specification
  • IS 17043 (Part-2): 2024 – Shoes- Specification Part 2 – Shoes for General Purpose


With these new QCOs, the enforcement of mandatory BIS certification has been extended, allowing all brands to import and sell their footwear in India until July 31, 2024. From August 1, 2024, the entry of footwear without the ISI Mark into India will be prohibited.

After this date, any unsold stock cannot be sold or displayed in stores unless the brands have obtained BIS Certification or have formally applied for it by July 31, 2024. These brands can continue to sell their footwear imported before the enforcement of the QCOs until June 30, 2025.
