The Indonesian Government has officially issued Government Regulation No. 40 of 2026, amending Regulation No. 42/2024 on Halal Product Assurance.
Effective from 14 October 2026, the new regulation introduces significant updates to the deadlines for mandatory Halal certification.
Key Updates
EXTENSION OF DEADLINES
The transitional period for the product categories identified under Article 161, paragraph 1, letters a), d), e), f) and g)has been extended until 17 October 2028.
The extension covers traditional medicines and quasi-pharmaceutical products, dietary supplements, cosmetics, chemical and genetically modified products, clothing, headwear and accessories, additional categories of consumer goods, and Class A medical devices.
FOOD SECTOR IMPORTS
Mandatory Halal certification for food, beverages, and slaughter products and services originating from abroad will take effect on 18 October 2028, taking into account mutual recognition agreements for Halal certificates.
INDONESIAN MICRO AND SMALL ENTERPRISES
The transitional period for food, beverages, and slaughter products and services has also been extended until 17 October 2028 for Indonesian micro and small enterprises.
VERIFICATION OF FOREIGN HALAL PRODUCTS
The new regulation repeals the specific provisions concerning compliance verification of foreign Halal products entering Indonesia.
EXISTING OBLIGATIONS
The requirements already applicable to Indonesian medium-sized and large enterprises operating in the food sector remain unchanged.
What Does This Mean for Businesses?
The revised deadlines give businesses and exporters more time to prepare for Indonesian Halal requirements, assess materials and ingredients, gather the necessary documentation, and organise activities throughout the supply chain.
The transitional period has been extended, but it remains essential to plan the activities required for Halal certification well in advance.
