India – Furniture QCO: Third Amendment introduces new import exemptions

On 2 November 2026, India’s Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), published the Furniture (Quality Control) Third Amendment Order, 2026. The amendment updates the Furniture (Quality Control) Order, 2025, which establishes mandatory quality and certification requirements for certain furniture categories placed on the Indian market.

The new Order introduces a temporary exemption from BIS certification requirements for certain imports, helping businesses complete shipments that were already planned before the applicable requirements took effect. The amendment, S.O. 5950(E), applies from the date of its publication in the Official Gazette.

Conditions for the exemption

An import may qualify for the exemption only if all three deadlines are met:

  • The Purchase Order (PO) was issued on or before 12 August 2026.
  • The Bill of Lading (BL) was issued on or before 30 November 2026.
  • The Bill of Entry (BOE) was issued on or before 31 December 2026.

Within seven days of customs clearance, the importer must submit to the Bureau of Indian Standards (BIS) copies of the PO, BL and BOE, together with supporting documents. The submission must be made on the importer’s letterhead and signed by an authorised signatory.

What the amendment means for businesses

The new provision gives furniture businesses exporting to India an opportunity to complete qualifying shipments without first obtaining BIS-ISI certification for those imports.

The exemption is limited to consignments that meet every stated condition. It does not postpone the certification requirements in general: the Furniture QCO continues to apply to products within its scope that do not qualify for the exemption.

Businesses should therefore review each shipment against the relevant dates and prepare the required documents for submission to BIS. For future exports, they should also assess the applicable product requirements and plan the relevant compliance steps in advance.
