EAEU Introduces New Mandatory RoHS Requirements

The Eurasian Economic Commission adopted the EAEU TR EAEU 037/2016 Technical Regulation in 2016, known as the “Eurasian Economic Union Technical Regulations on the Restriction of the Use of Hazardous Substances in Electrical and Radio-Electronic Products” (EAEU RoHS). As of March 1, 2018, the regulation had a two-year transition period and became mandatory on March 1, 2020. From this date, electronic products marketed in the EAEU (Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia) must undergo compliance assurance procedures to demonstrate their conformity to the restriction of hazardous substances and obtain the officially registered EAC Declaration of Conformity.

Slightly different from the EU RoHS (Directive 2011/65/EU), the EAEU RoHS applies to 12 categories of electrical and radio-electronic products:

  • Electrical and household appliances
  • Computers and connected electronic devices, including combinations thereof
  • Telecommunication facilities (telecommunication terminal devices)
  • Copiers and other office electrical equipment
  • Electrified tools (manual and portable electric machines)
  • Light sources and lighting equipment, including equipment integrated into furniture
  • Electro-musical instruments
  • Gaming and vending machines
  • Cash registers, ticket printers, ID card readers, ATMs, information kiosks
  • Cables, wires, and cords intended for use with a rated voltage not exceeding 500 V AC and/or DC, excluding fiber optic cables
  • Circuit breakers and residual current devices
  • Fire safety detectors


Currently, six substances are subject to restrictions under the EAEU RoHS:

  • Lead (Pb)
  • Cadmium (Cd)
  • Mercury (Hg)
  • Hexavalent Chromium (Cr(VI))
  • Polybrominated Biphenyls (PBB)
  • Polybrominated Diphenyl Ethers (PBDE)


Except for the limit for Cadmium, which is 0.01%, the limit for all other substances is 0.1%.

In addition to the substance limits, electrical and radio-electronic products must pass conformity assessment procedures and comply with other applicable technical requirements (e.g., safety, electromagnetic compatibility) to be marketed with the EAC mark. This mark provides access to the EAEU market.
