China: Safety Standards for Toys and Children’s Products from November 1, 2026

From 1 November 2026, the safety requirements applicable to toys and numerous categories of children’s products in China will change.

The update concerns the mandatory GB 6675-2025 series on toy safety and introduces new general standards for children’s products.

For manufacturers, brands and importers operating in the Chinese market, this means checking in advance whether products, test reports and technical documentation are already aligned with the new requirements.

Which standards change from 1 November 2026?

For toys, the four main parts of the GB 6675 series are updated:

  • GB 6675.1-2025 – general safety requirements
  • GB 6675.2-2025 – mechanical and physical properties
  • GB 6675.3-2025 – flammability
  • GB 6675.4-2025 – migration of certain elements

Alongside the revision of the toy-specific standards, new mandatory requirements also come into force for several categories of children’s products, through the standards GB 46516-2025, GB 46517-2025 and GB 46523-2025.

The aim is to strengthen and harmonize the safety framework applicable to products intended for children.

What changes for toy safety?

The changes affect several aspects of product compliance.
The new version of GB 6675.1 introduces or updates requirements relating, among others, to formaldehyde, azo dyes, PAHs, N-nitrosamines, formamide, SCCPs, volatile substances and allergenic fragrances.

Certain requirements on element migration and phthalates are also updated.
The revisions do not concern chemistry alone: some requirements relating to physical and mechanical safety, flammability, warnings, instructions for use and testing activities also change.

For this reason, having tests carried out under previous versions of the standards does not automatically guarantee coverage of the new requirements.

The new rules also cover children’s products

The new regulatory framework also introduces general standards for various types of children’s products, going beyond the toy sector alone. Depending on the applicable standard, these include products intended for children’s care, rest, transport and activities.

Correctly identifying the regulatory scope therefore becomes an essential step: the same product may be subject to general requirements and, at the same time, to specific standards for its own category.

Is there a transitional period?

A transitional period applies to products manufactured or imported before 1 November 2026. In these cases, compliance with the new requirements will become necessary from the 13th month following the date of entry into force, so from 1 December 2027.

For companies, this means that the production or import date of individual batches becomes a central element in compliance management. It will not be enough to check in general terms whether a product falls within the new regulatory framework: it will be necessary to distinguish between supplies already placed in the supply chain before 1 November 2026 and those after.

Proper planning must therefore take into account not only the available documentation, but also inventory management, procurement lead times and the scheduling of batches destined for the Chinese market.

What should companies check?

Ahead of 1 November 2026, companies that produce, market or import toys and children’s products in China should first verify which of the new standards apply to their products.

The next step is to compare the updated requirements with the evidence already available: test reports, materials, components, labeling, warnings and technical documentation.

The goal is not necessarily to repeat all tests, but to identify any compliance gaps early and understand which checks or updates are actually needed.
