As we approach August 1, 2024, the official enforcement date for the Quality Control Orders (QCO) regulating the importation of footwear and footwear components into India, it is crucial for businesses to be prepared.

- Footwear made from Leather and other Materials (Quality Control) Order, 2024 [QO 2024]
- All Rubber and all Polymeric Material and its Components (Quality Control) Order, 2024

Compliance Requirements:
Starting August 1, 2024, only footwear bearing the ISI mark and produced by BIS-certified manufacturers will be allowed into India. All other footwear will be detained at customs, risking significant penalties.
Handling Pre-July 31, 2024, Imports:
Footwear imported into India before July 31, 2024, that lacks the ISI mark will also be prohibited from being sold or displayed in stores. However, there is an important exception: manufacturers who have obtained their BIS license or submitted a formal application by July 31 can sell these products until June 30, 2025.
To comply, these manufacturers must submit a declaration to the Bureau of Indian Standards detailing the “Old Stock.” This declaration must include:
- A comprehensive list of the items, including size and quantity of each model.
- All identifying information for the articles, including import dates and storage locations.
This declaration must be submitted by July 31, 2024, and may be subject to verification by Indian authorities.
