The implementation of new regulations for footwear compliance in the Indian market has introduced significant changes for trade and export in this country. As the footwear industry continues to evolve and expand internationally, so do the standards that govern it.
UPDATE TO STANDARD IS 17043:2018
The “IS 17043:2018 – Derby Shoes” standard, currently in force in India, was initially developed for shoes used by law enforcement officers for everyday work and soldiers for marching and formal occasions. While these shoes have design characteristics typical of formal footwear such as derby shoes, they are essentially work shoes with protective features typical of PPE footwear.
What Types of Footwear Are Affected?
The current revision aims to define performance requirements for civilian footwear that do not require the same safety specifications as the original standard. Therefore, the standard has been divided into two parts:
- “IS 17043 – Part 1 – Service Shoes”: This part mirrors the original standard in terms of the intended use, types of tests, and performance levels.
- “IS 17043 – Part 2 – General Purpose Shoes”: This part applies to all types of “conventional” shoes for formal, semi-formal, casual, and general use. Unlike the original standard, this update does not impose any design or material specifications. It covers lace-up shoes like derbies and laceless shoes such as loafers and slip-ons. The sole can be glued or stitched, flexible or rigid, wedge or high heel as in pumps and boots.
In summary, this standard now applies to all types of footwear previously excluded from the certification scheme.
Implementation Timeline
Currently, unlike the original standard which has been in effect since July 1, 2023, this update is still in draft status. The official publication is expected by the end of the year, and it will come into force within six months thereafter.
Why Is This Important?
The Indian footwear market is growing significantly and offers substantial potential for many major companies. Recent data (January – May 2023) indicates that India imported footwear worth 328.30 million euros, a 12.5% increase compared to the same period the previous year. For the entire year 2022, the figure was 868.87 million euros, up by 70.37%. Aligning with these standards from the outset ensures that companies will not be excluded from this lucrative market.
