BIS Certification in India: An Ever-Expanding Regulatory Framework
The BIS (Bureau of Indian Standards) certification system has evolved significantly in recent years, shifting from a sector-specific requirement to a cross-industry condition for accessing the Indian market. Through Quality Control Orders (QCOs), the Indian government has progressively extended the ISI certification obligation to a growing number of product categories: to date, over 187 QCOs have been issued covering more than 679 products.
The Footwear sector was among the first to be regulated, with mandatory certification in force since July 2023 for sports, protective, and open footwear. But the scope has now expanded well beyond that:
- Household and electrical appliances: the new QCO “Safety of Household, Commercial and Similar Electrical Appliances” introduces mandatory compliance with the IS 302 (Part 1):2024 / IEC 60335-1:2020 standard across a wide range of electrical appliances, with a deadline for general manufacturers set at 1 October 2026, covering a total of 90 product categories.
- Machinery and industrial equipment: the Ministry of Heavy Industries has introduced the Omnibus Technical Regulation (OTR) for machinery and electrical equipment safety, covering 20 product categories under mandatory BIS certification, with a firm enforcement date of 1 September 2026.
- Electronics and IT: India is transitioning to the new IS/IEC 62368-1:2023 standard for audio, video, and IT products, with a May 2026 deadline for AR/VR/XR devices.
- Furniture: beds, tables, chairs, desks, and storage units are now subject to mandatory BIS certification as of 13 February 2026.
Obtaining BIS certification requires significant lead time: accredited BIS laboratories typically report backlogs of 3 to 6 months in the run-up to deadlines, making it essential to start the process well in advance.
For non-compliant products, the consequences are real: shipments held at customs, financial penalties, and exclusion from the Indian market.
