INDIA MARKET ACCESS
A regulatory framework in continuous expansion.
The BIS (Bureau of Indian Standards) certification system has evolved profoundly in recent years, transforming from a sector-specific obligation into a cross-cutting requirement for access to the Indian market. Through Quality Control Orders (QCOs), the Indian government has progressively extended the ISI certification obligation to a growing number of product categories: to date, over 187 QCOs have been issued covering more than 769 products.

The BIS system | Bureau of Indian Standards
Government body under the Ministry of Commerce and Industry. Legal basis: BIS Act, 2016 · BIS (Conformity Assessment) Regulations, 2018 · QCOs issued by the competent Ministries.
How QCOs work
The competent Ministry (DPIIT, MEITY, MHI) publishes a Quality Control Order in the Official Gazette. After the effective date, no party may manufacture, import, sell or distribute the product without the ISI (or CRS) Mark. Customs authorities verify the BIS licence number online for every shipment.
Consequences of non-compliance
❌ Blocked at Indian customs — goods are stopped and not cleared.
❌ Seizure of goods — authorities may proceed with confiscation.
❌ Criminal penalties (BIS Act 2016) — liability of the manufacturer and importer.
❌ Impossibility of sale and reputational damage for the brand.
