The National Environmental Protection Service (SNPA) has released a comprehensive manual for the Guidelines on Waste Classification. Approved in late November 2019 by the SNPA Council, Resolution No. 61 aims to “produce manuals to improve inspection actions through increasingly qualified, homogeneous, and integrated inspections,” as stated in the summary note. Specifically, “the creation of manuals and guidelines aims to ensure the harmonization, effectiveness, efficiency, and homogeneity of control systems and their management nationwide, as well as the continuous updating, consistent with the national and supranational regulatory framework, of the operational methods of the national system and the activities of other technical entities operating in the environmental field.”<\/p>

Key Objectives of the Guidelines<\/strong><\/p>

The “Guideline,” consisting of four chapters and four appendices, not only analyzes the regulatory framework but also aims to identify and outline a methodological approach for waste classification. This approach includes procedural schemes useful for code assignment and hazard assessment. The document provides a commented version of the European Waste List as per Decision 2000\/532\/EC and examples of classification for specific waste types of particular relevance. It also identifies methodological criteria for assessing individual hazard characteristics and persistent organic pollutants (definitions and limits set by regulations, analysis of verification procedures for each hazard characteristic, and definition of methodological approaches, decision-making schema for evaluating each hazard characteristic).<\/p>

Practical Application and Support<\/strong><\/p>

The Guideline also includes examples for certain types of waste whose classification procedures present significant challenges, such as WEEE, packaging, end-of-life vehicles, and construction and demolition waste. Waste classification is a process requiring the correct application of appropriate and standardized procedures.<\/p>
