BPJPH, the Indonesian authority responsible for managing the Halal Product Assurance system, has introduced three new regulations that directly affect market access.<\/strong><\/h6><div class=\"ql-block\" data-block-id=\"block--uFd8SdQsf\">These developments come within a regulatory framework already marked by a key deadline: <strong>17 October 2026<\/strong>, the end of the transitional period established by the Indonesian system for product categories subject to Halal requirements.<\/div><h5 class=\"ql-heading\" data-block-id=\"block-lJZlw_PrNL\"><strong>Regulation No. 2\/2026: a clearer framework for sanctions<\/strong><\/h5><div class=\"ql-block\" data-block-id=\"block-pjE5CidF_s\"><p><strong>Regulation No. 2\/2026<\/strong> does not introduce a new certification requirement, but it <strong>makes the risk of enforcement more concrete.<\/strong><\/p><\/div><div class=\"ql-block\" data-block-id=\"block-_e3aKRGIHN\"><p>The regulation sets out the <strong>administrative sanctions<\/strong> that may apply in the event of violations of the Indonesian Halal system. Depending on the severity and nature of the non-compliance, consequences may include <em>written warnings, revocation of the certificate or registration, withdrawal of products from the market and, where applicable, destruction of the goods.<\/em><\/p><p>\u00a0<\/p><\/div><div class=\"ql-block\" data-block-id=\"block-nJulgFwOsz\">For exporters, the message is clear: the new requirements on labelling and shipment are not merely formal obligations, but requirements that must be managed accurately.<\/div><h4 class=\"ql-heading\" data-block-id=\"block-WWsmJna0qq\"><strong>Regulation No. 3\/2026: Non-Halal labelling becomes standardised<\/strong><\/h4><div class=\"ql-block\" data-block-id=\"block-oMKu76AdNu\">With <strong>Regulation No. 3\/2026<\/strong>, BPJPH defines precisely <strong><span style=\"text-decoration: underline;\">how<\/span> a Non-Halal product must be identified.<\/strong><\/div><div class=\"ql-block\" data-block-id=\"block-fD2LaWv0Nl\"><p>There are two main cases:<\/p><\/div><ul><li class=\"ql-block\" data-block-id=\"block-91YqN2zPV2\">If the product <strong>contains pork or pork derivatives<\/strong>, it must display the wording <span style=\"text-decoration: underline;\"><strong>MENGANDUNG BABI<\/strong><\/span>, together with the image required by the regulation.<\/li><li class=\"ql-block\" data-block-id=\"block-91YqN2zPV2\">If, on the other hand, the product is<strong> NON-HALAL<\/strong> because it contains other prohibited ingredients or due to the production process, it must display the wording <strong>NON HALAL<\/strong>, <strong>according to the prescribed graphic format.<\/strong><\/li><\/ul><div class=\"ql-block\" data-block-id=\"block-vu4NzIjjyx\"><em>In both cases, the indication must be visible, legible and not easily removable.<\/em><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/section><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-e4993c6 e-con-full e-flex e-con e-child\" data-id=\"e4993c6\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-f04d0de elementor-widget elementor-widget-image\" data-id=\"f04d0de\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" width=\"1920\" height=\"1080\" src=\"https:\/\/analytical-group.com\/wp-content\/uploads\/analytical-bpjph-2026-slides.pptx-2-e1787824771878.jpg\" class=\"attachment-large size-large wp-image-11721\" alt=\"-\" title=\"-\">\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-722a2e1 elementor-widget elementor-widget-text-editor\" data-id=\"722a2e1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h6 class=\"ql-heading\" data-block-id=\"block-JAjKtjtvtl\"><strong>One point to clarify: a product \u201cunder certification\u201d is not automatically Non-Halal<\/strong><\/h6><div class=\"ql-block\" data-block-id=\"block-0Bw49XC3GC\">A product that is still undergoing Halal certification should not automatically be labelled as Non-Halal unless there are specific elements in its composition or production process that make it so.<\/div><div data-block-id=\"block-0Bw49XC3GC\">\u00a0<\/div><div class=\"ql-block\" data-block-id=\"block-q7qPz3fJTm\">The regulation therefore does not create a \u201cNon-Halal certification\u201d. It only defines how an actual Non-Halal status must be declared. The real priority is to complete the certification process correctly within the required timeframe.<\/div><h4 class=\"ql-heading\" data-block-id=\"block-zbQTrlWKti\"><strong>The transitional period<\/strong><\/h4><div class=\"ql-block\" data-block-id=\"block-o_towgjkXP\">The regulation provides for a<strong> 12-month transitional period<\/strong> for labelling adjustments.<\/div><div data-block-id=\"block-o_towgjkXP\">\u00a0<\/div><div class=\"ql-block\" data-block-id=\"block-Yq9i2YBpzX\">However, this period <strong>should not be interpreted as a general extension of the Halal certification deadline<\/strong>. It concerns the adjustment of products that were already in circulation or already marketed before the regulation entered into force.<\/div><div data-block-id=\"block-_uKLTUw-vi\">\u00a0<\/div><div class=\"ql-block\" data-block-id=\"block-_uKLTUw-vi\">It is therefore important not to confuse the two aspects: adapting Non-Halal labelling is one matter; complying with the overall Halal system deadline is another.<\/div><h4 class=\"ql-heading\" data-block-id=\"block-A5seslJjRy\"><strong>Regulation No. 4\/2026: a new step in the shipment process<\/strong><\/h4><div class=\"ql-block\" data-block-id=\"block-LoUA25Ds4e\"><strong>Regulation No. 4\/2026<\/strong> is, in all likelihood, <strong>the most relevant measure for foreign companies.<\/strong> It introduces the <strong>pre-shipment<\/strong> <strong><em>Pemastian Produk Halal<\/em><\/strong>, a<strong> conformity check that must be completed before the import customs declaration.<\/strong><\/div><div data-block-id=\"block-LoUA25Ds4e\">\u00a0<\/div><div class=\"ql-block\" data-block-id=\"block-tuLTxzW1Tz\">The check does not concern only the Halal certificate or foreign registration. It also verifies the consistency of the entire shipment. For example, the following information must be aligned:<\/div><ul><li class=\"ql-block\" data-block-id=\"block-qZlBiWkwrI\">certificate or registration;<\/li><li class=\"ql-block\" data-block-id=\"block-qZlBiWkwrI\">HS code;<\/li><li class=\"ql-block\" data-block-id=\"block-qZlBiWkwrI\">invoice and packing list;<\/li><li class=\"ql-block\" data-block-id=\"block-qZlBiWkwrI\">SKU, batch or lot;<\/li><li class=\"ql-block\" data-block-id=\"block-qZlBiWkwrI\">quantities;<\/li><li class=\"ql-block\" data-block-id=\"block-qZlBiWkwrI\">production dates and data;<\/li><li class=\"ql-block\" data-block-id=\"block-qZlBiWkwrI\">product labelling;<\/li><li class=\"ql-block\" data-block-id=\"block-qZlBiWkwrI\">loading conditions and traceability.<br \/><br \/><\/li><\/ul><div class=\"ql-block\" data-block-id=\"block-5ePts2YZe4\">The verification is carried out at the loading warehouse, in the country of origin or departure, before the goods are shipped. If the outcome is positive, an<strong> electronic<\/strong> <strong>LPPH<\/strong> is issued. <strong>It is valid for one shipment only<\/strong> and must be available before customs clearance.<\/div><div data-block-id=\"block-5ePts2YZe4\">\u00a0<\/div><div class=\"ql-block\" data-block-id=\"block-RDJLtsT6Dj\">The product must therefore not only be compliant: it must also be <strong>documentally consistent and logistically ready<\/strong>.<\/div><h4 class=\"ql-heading\" data-block-id=\"block-uzpv0Y7Tdh\"><strong>Products still undergoing certification<\/strong><\/h4><div class=\"ql-block\" data-block-id=\"block-4bKIzyUmxJ\">One of the main risks concerns products whose certification process has not yet been completed.<\/div><div class=\"ql-block\" data-block-id=\"block-QggouavuHB\">Submitting a certification application is not equivalent to holding the certificate or registration number required under the new import process.<\/div><div class=\"ql-block\" data-block-id=\"block-eu7M0jsrEG\">At the same time, this delay cannot be resolved by temporarily applying a Non-Halal label.<br \/><br \/><\/div><div class=\"ql-block\" data-block-id=\"block-nOLMvZ4zAD\">If the product category is already subject to the requirement and the shipment must leave, the real issue is that the goods may not yet be <strong>import-ready<\/strong>.<\/div><h4 class=\"ql-heading\" data-block-id=\"block-P7pK8-IsaN\"><strong>What companies, exporters and importers should do now<\/strong><\/h4><div class=\"ql-block\" data-block-id=\"block-yQxqdABLBU\">Companies exporting to Indonesia should focus on four main areas.<\/div><ol><li class=\"ql-block\" data-block-id=\"block-7AdcTJ0LGy\"><strong>Product mapping:<\/strong> ingredients, materials and production processes should be reviewed to determine whether the product can be Halal certified, is genuinely Non-Halal, or is still undergoing adaptation.<\/li><li class=\"ql-block\" data-block-id=\"block-7AdcTJ0LGy\"><strong>Document verification:<\/strong> certificates, registrations, product codes, HS codes, batches, invoices and packing lists must be consistent.<\/li><li class=\"ql-block\" data-block-id=\"block-7AdcTJ0LGy\"><strong>Packaging and labelling:<\/strong> these must correctly reflect the declared status of the product.<\/li><li class=\"ql-block\" data-block-id=\"block-7AdcTJ0LGy\"><strong>Shipment preparation:<\/strong> this includes coordination with the importer and with the parties involved in the pre-shipment conformity check.<br \/><br \/><\/li><\/ol><div class=\"ql-block\" data-block-id=\"block-lr6qt-BmFR\">For complex supply chains involving multiple suppliers, production sites or countries, this step becomes even more critical. A single documentary inconsistency or gap in traceability may turn an otherwise compliant shipment into a shipment at risk.<\/div><div class=\"ql-block\" data-block-id=\"block-fhHHCBoYfZ\"><br \/>With the end of the transitional period on <strong>17 October 2026<\/strong> and the implementation of the new pre-shipment process, postponing these checks increases the risk of delays, customs holds and
